It was the wrong coat at the wrong time. Chief Lawrence Paul was driving and was cold. He put on a coat that was in the car and unknowingly was now in possession of 7 grams of marijuana in his pocket. He was later pulled over by police, who then noticed the plastic bag in his pocket.
